This is a 3-4. There's not much wrong with the head, but if you're suspecting something is off, check the right eyebrow. The other thing that might be throwing you is the black outline defines the head, but the rest of your lines are colored. As a result, the head stands in pretty stark relief compared to the body.

The painting technique of the suit is muddy/stringy, especially considering the surface is metal, which reflects a lot of light and has very smooth areas of tone. Some areas of the suit are rendered well, others are less clear. The painted shade looks good on the face. Flipping through your gallery, it looks like you're still experimenting with shading and deciding whether to go with hard cel shading or painted shades. Your cel shading is much stronger than your paints at the moment. Any of your character art like Baddy Baddy Crew and Dalton Warblers are a 4.
